David Powers came to Whitewater in 1839 and helped establish the gristmill. He worked for Proper Cravath, surveying and platting the radiating streets. He became the city's first postmaster and built its first hotel. He and his brothers, Joseph and Samuel, were instrumental in starting up the neighboring communities of Hebron and Palmyra as well.
